Administrative Regulation of Curriculum Materials of Yan’an University

In order to further improve the construction, administration, and supply of curriculum materials, and to better facilitate teaching and research, we hereby formulate this Administrative Regulation of Curriculum Materials of Yan’an University.
I. Preorder curriculum materials
  
1. According to the relevant regulations of the national General Administration of Press and Publication, preordering of curriculum materials for universities and technical institutes allover China is solicited twice a year in spring and fall.
  
2. Teaching secretaries of colleges, departments and centers are responsible for ordering and receiving the curriculum materials for the faculty and students.
   3. In each college, department, or center, the teaching and research offices consider and select curriculum materials for the courses according to the requirements of the teaching plans of each program.  Then the teaching secretary fills out in detail the Order List of Curriculum Materials of the Curriculum Center of Yan’an University (including the order codes, titles of the materials, the publishing presses, the editions, the authors, the classes, the teachers and the numbers of students), which should be submitted to the Curriculum Center for unitarily going through the procedures for ordering after the leader in charge approves. 

   4. Ordering the curriculum materials excluded from the national stipulated curriculum materials lists should be approved and signed by the leader of the college, the department or the center in charge, then approved by the Director of the Teaching Affairs Office before submitting to the Curriculum Materials Center for ordering unitarily.
  
5. Colleges, departments and centers are required to preorder the curriculum materials before the stipulated deadline for ordering, and past due orders are not acceptable.
  
6. In order to avoid overstock and waste, only the curriculum materials for the current year can be ordered.
   7. Once the curriculum materials are ordered by the colleges, departments and centers, the plan must be carried out strictly, and no units, or individuals can make changes arbitrarily. In case of overstock and waste because of arbitrary changes, leader of the relevant college, or department, or center who approves the change should undertake the financial responsibility, and should compensate for the loss.

II. Drawing of the curriculum materials
   1. When freshmen enter the university, the Office of Finance collects prepayment of 1200 yuan for curriculum materials from each student.  At the end of each term, the balance should be cleared up for each class based on the deliver notes, and when students graduate, the final settlement is done based on the price of the actually drawn curriculum materials, refunding for any overpayment or paying for any deficiency.
   2. When the ordered curriculum materials enter the storehouse, the Curriculum Materials Center notifies the relevant units, and then the units that receive the notification should organize students to come to the Curriculum Materials Center to go through the procedure for delivery during the time limit, and then draw the curriculum materials by the delivery notes.  
For the delay of classes because of negligence in drawing the curriculum materials, the unit should take the responsibility.
  
3. For those students who are recruited without the recruitment plan, the Curriculum Materials Center is not responsible for their curriculum materials, but in case of need, the students can come to the Curriculum Materials Center to negotiate for purchase.
   4. In case of misprinting and/or mis-binding, the books should be returned to the Curriculum Materials Center in time for replacement or return. 

III. Books for teachers
   1. For teachers on duty, teaching secretaries of the colleges, departments, and centers should come to the Curriculum Materials center to go through the procedure for delivery, and draw the books by the delivery notes.  The Curriculum Materials center does not distribute curriculum materials to individual teachers.
   2. Books used by teachers on duty must be the same as the books used by the students.  
The Curriculum Materials Center is not responsible for providing reference books for teachers to prepare classes.
   3. Curriculum materials used by laboratorial teachers must be the same as the curriculum materials used by the students for the laboratorial classes.  
If there are not the same curriculum materials, concerned leader’s approval must be acquired before the related laboratorial curriculum materials can be drawn.
  
4. When a teacher’s book is used two or three times, or the curriculum materials are changed, the book can be replaced in accordance with the actual situation.
   5. The stored curriculum materials cannot be lent to any units or individuals.

IV. Books for practical teaching
  
1. In order to meet the needs of practical teaching, the Curriculum Materials Center has purchased some middle school and high school textbooks based on the plans reported by the colleges and departments, which are kept by the library, and can be used for practical teaching.
  
2. Colleges and departments must report their plans for middle school and high school textbooks before the deadline, otherwise, supply of curriculum materials cannot be ensured.
   3. the library should strictly implement the procedure for the loan of middle school and high school textbooks.  
Loss and damage must be compensated based on price.
V. Printing and release of homemade curriculum materials (teaching materials)
  
1. If a teacher needs to have the teaching materials or teaching reference materials printed, signature of the dean (director) in charge must be acquired, and the procedure for approval and printing must go through the Curriculum Materials Center one month in advance.
  
2. In case of late coming of the unitarily edited curriculum materials, some chapters can be printed by stencil by the funds for curriculum materials upon the approval of the Director of the Teaching Affairs Office.
  
3. For drawing the teaching materials or reference materials, the teaching secretary should come to the Curriculum Materials Center to go through the procedure for delivery, and then draw by the delivery note.
   4. If the printed teaching materials or reference materials are not drawn or not used in accordance with the plan, which results in overstock and waste, the author 
and the person who approved the printing should take the responsibility, compensate for the financial loss according to the stipulation.
   5. The teaching materials and reference materials that students have drawn should be financially cleared up within half a year.  The Office of Finance will deduct this amount from the students’ prepayment for curriculum materials. 

VI. Writing off of the overstocked curriculum materials
For surplus of the ordered curriculum materials because of the changes in teaching plans or recruitment plans, or the change of textbook edition, mildew and rot because of the damp in the storehouse, attrition by transportation, and overstock for the missing pages and misplaced pages, writing off is done once a year according to the stipulated procedure.

VII. This method is to be interpreted by the Curriculum Materials Center of Yan’an University.
