Article I-General Rules
1. Name: Regulation of Lily Association for Environmental Protection, Yan’an University
2. Nature: This association is under the leadership of the Youth League Committee of Yan’an University, joined by students voluntarily.
3. Mission: The Association takes having the great majority of teachers and students enhance consciousness for environmental protection, and constructing green homeland as its mission, and practical style and dedication as its spirit, upholds green civilization through establishing itself on campus, and radiating toward the society. Starting with publicizing environmental protection, practicing environmental protection, and research on environmental protection, the Association makes contribution to the environmental protection on our campus, focusing on the following four aspects: 1)using resources reasonably, 2) protecting the diversity of animals and ecological balance,3) publicizing the necessity and importance of environmental protection, 4) carrying out activities in promoting extensive utilization of green food.
4. Declaration
Your participation in environmental protection in any forms is deeply valuable, and the Environmental Protection expects your participation!
Article II-Members
Anyone who is formally enrolled in Yan’an University, acknowledges this Association’s mission, and participates in the Association’s activities, and voluntarily executes the association member’s obligation can be a member of this Association.
1. The rights of members
1) A member enjoys the right to elect and to be elected.
2) A member enjoys the right to complain about and propose suggestions to the Association.
3) A member has the right to recommend volunteers to join this Association.
4) A member has the right to withdraw from the Association.
2. The obligations of members
1) Members should abide by the Regulation and all the rules of the Association.
2) Members should actively participate in all the activities of the Association.
3) Members should pay membership dues.
4) Members should be strict with themselves in everyday life, and set upa good image for the Association.
5) Members cannot carry out profitable activities in the name of the Association without the approval of the principal person in charge.
3. Positions and responsibilities
1) Honorary President
2) Advisor
3) Tutorial Teacher
4) The Council: This organizations composed of students who have made outstanding contribution to or have helped the Assocation greatly. They execute their rights independently, and can propose suggestions to, criticize, and direct the
Association.
5) President: Leading the Association in all kinds of activities, and being responsible for the daily organizational administration.
6) Vice President: Assisting the President in handling the daily affairs, organizing and plotting the activities.
7) The Office: Being in charge of checking on attendance, keeping the Association’s resources, and members’ archives.
8) Department of Publicity: Organizing all kinds of publicity activities, designing artistic work for environmental protection, and publicize environmental protection ideas.
9) Department of Public Relation: Coordinating th einternal and external relationships, and organizing artistic performance.
10) Department of Organization: Recruiting members, and being responsible for the on-spot control of all kinds of activities.
11) Department of Research: Organizing academic speeches, and designing models for environmental protection.
Article III-Selection of the persons in charge and their responsibilities
1. Selection, appointment and dismissal
Democratic recommendation from within the Association, satisfying certain qualifications (loving association affairs, strong capability of organization and administration, and good mass support), nominated by the former President, and the Council chooses candidates. Finally, the association members elect the leaders. The persons in charge would be punished in accordance with the state of affairs for the following behaviors:
1) Violating the Constitution, other laws, university disciplines, or the relevant regulations and rules of the Association.
2) Making use of the Association to do paid things without the authorization of the Association Federation.
3) The association the person is in charge of has disorder accounts, or the person in charge harms the interests of the association and its members.
2. Rights and obligations
1) Obeying the leadership of the Youth League Committee and the Association Federation.
2) Convening regular meetings, and working out activity plans.
3) Collecting, managing, and using membership dues, and recruiting and penalizing members in accordance with the association regulation.
4) Strengthening the exchange with other associations on campus and off campus, and having their association become an excellent member of student corporations.
5) Fostering and recommending successors of the association, and doing a good job in changing the term of office.
Article IV-Funding and expenditure
1. Funds and the sources
1) Membership dues
2) Social donation
3) Fund raising
2. Expenditure
The Association Committee is in charge of arranging expenditure of the funds, and explaining to the members about the expenditure at the end of each term.
3. Administration of the funds
1) The Office of Association Federation is in charge of administrating the funds, and the Association Committee reports to the Association Federation on the expenditure regularly.
2) Expenditure is done in the way of reserve and reimbursement.
Article V-Activities
1. Publicity for environmental protection
Publicity for environmental protection is done on impottant days for environmental protection, publicizing and introducing the annual themes of environmental protection, and enhancing environmental protection consciousness of the great majority of teachers and students via artistic works and artistic performance on environmental protection.
2. Practice of environmental protection
For green environmental protection, practice is one-upping on words! Major activities include: 1) Taking “saving water, electricity, and paper” as the theme, and advocating that the great majority of teachers and students save resources, and use resources reasonably. 2) Organizing forestation campaign, adding green to mountains and rivers.
3. Cooperating with tourist agencies, and organizing association members to carry out all kinds of activities under the theme of “Red Tourism and Green Environmental Protection”.
4. Scientific research for environmental protection
Inviting senior professors, who have done deep research and made outstanding contribution to environmental protection, and the persons in charge of the environmental protection and forestry departments as consultants, to give speeches. In the meantime, organizing association members to design models of environmental protection, and artistic works on environmental protection. Associating and exchanging with other environmental organizations extensively, learning and popularizing the experience in environmental protection, and raising constructive opinions and suggestions to the local environmental protection cause.
Article VI-Supplementary Provisions
1. The fundamental right to interpret this regulation belongs to the Lily Association of Environmental protection, Yan’an University.
2. All rules of this regulation may be revised and replenished upon approval by two thirds of all the members.
