Article One: In order to strengthen the administration of work-study, maintain normal order of the university, nurture students’ working capability and the ability to adapt to the society, comprehensively enhance students’ overall caliber, help students with financial difficulties to overcome difficulties in living and accomplish the study better, based on the spirit of the relevant documents of the Ministry of Education and the Ministry of Finance, an din the light of the actual situation of our university, we hereby formulate this regulation.
Article Two: Work-study means the behavior that students with extreme difficulties work during extracurricular time, and when they have spare energy after studying, so as to promote their overall development in morality, intelligence, health and estheticism, enhance their ability, and acquire certain compensation, which they can use to improve their studying and living conditions. The activity of work-study on campus can be divided into the three categories of labor-study, administration –study, and research study.
Article Three: The work-study activity should stick to the tenet of “nurturing ability, serving teachers and students, being based on campus, and looking into the future”, and carried out in a organized way without affecting the study.
Article Four: Students referred to in this regulation are the certificate students and bachelor students formally enrolled in this university and participating in the study activities normally who have extreme financial difficulties.
Article Five: Establishment of the posts for work-study on campus is in the charge of the Student Life Office, with a benchmark of annual compensation of 1500 yuan. The university spends 800 thousand yuan each year (in accordance with the increase of the student population, the expenditure will be appropriately increased). 5% of the money is used as business expenditure for work-study, which is to be controlled and paid out by the Student Life Office.
Article Six: The university establishes a general service team of Little Red Cap, macro-administered by the Student Life Office. Some of the posts are established and administered by the Student Life Office for the development of public-good activities of the whole university, and the rest of the posts are to be transferred to the colleges proportionally, arranged and administered by the colleges. The service term of members of the Little Red Cap service team is one year.
Article Seven: Based on the principle of one who uses manages, each responsible department should establish work-study posts scientifically according to the job nature of labor-study, administration-study, and research-study, and formulate requirements for post responsibilities, and administer strictly. Reward those who accomplish the job paradigmatically, and timely criticize those who do not perform the post responsibilities, and in case of serious situation, the qualification of work-study can be revoked.
Article Eight: While going to work, members of Little Red Cap service team must wear the member symbols. The Student Life Office unitarily allocates the symbolic caps and labels.
Article Nine: Basic Requirements for Members of Little Red Cap
1. Sticking to the Four Basic Principles, supporting the Party’s lines, principles and policies, having acquired good ideology and morality, loving Yan’an University, hardworking and dedicated, strongly enterprising and responsible, and playing a model role in the ethic and cultural activities on campus.
2. Having extreme difficulties in family finance, and no guarantee of funds for living during the study on campus.
3. Studying hard, and having no failure in examinations of the year.
4. Consciously abiding by the disciplines and regulations of the university, having no over-consumption of smoking and drinking, and having not punished by the university at the level above circulated criticism on campus.
Article Ten: Procedure for Applying for Membership of Little Red Cap Team
1. Qualified students can apply to the Student Life Working Group of their home college (department), and then the Student Life Working Group shortlist the applicants according to the quota transferred by the university for the year, and report to the Student Life Office after publicizing.
2. After deliberating and agreeing, the Student Life Office report to the university leader in charge for approval. Then deduction of payment for tuition or money can be drawn at the Office of Finance.
Article Eleven: This regulation begins to be implemented on the day when it is issued.
Article Twelve: The Student Life Office is responsible for interpreting this regulation.
