Temporary Rules for Tuition and Fee Payment of Yan’an University

Issued by the Teaching Affairs Office on September 13, 2005 Along with the continuous deepening of institutional reform of education, great changes have taken place in the source of educational funds of higher education that is taken as Non-compulsory education, and tuition has become an important source of funds for the causes of schooling and development. Higher education is non-compulsory education from which educatees seek education and choose employment autonomously, and it is obligation of students of higher education to pay tuition and fees by law and regulation, timely and sufficiently. In accordance with the relevant regulations of the Ministry of Education and the provincial government, and in the light of the actual situation of our university, we hereby formulate the Temporary Rules for Tuition and Fee Payment of Yan’an University. I. All the listed students of our university (including traditional students and adult students) must pay the bills and register within three days before beginning of s term. It is after paying the bills that students can bring their payment paper with them and register at their home college and department, otherwise, registration and dormitory arrangement cannot be done. II. For students who do not pay the bills on time, the university will persuade them to stop studying on the first day of the term in accordance with the administrative rules for student status of the Ministry of Education and our university. III. Colleges and departments cannot arrange students who do not have financial difficulties but have not paid bills to take courses. Those who take courses arbitrarily are not allowed to participate in the examination of the course, and unauthorized participation in examination should be recorded zero for the result. IV. Students who do not have financial difficulties and have not paid the bills, cannot enjoy state and university subsidies, the subsidies for financial difficulties, and other compensation, and cannot participate in the competition for excellence and reward of the university, colleges and departments. V. For the colleges and departments that arbitrarily register the students who have not paid the bills, the university will call the involved persons to account of administrative and financial responsibilities (calculating in accordance with 50% of the tuition, deduct the person’s salary and bonus). VI. For students who really have financial difficulties, the college and department should sign suggestion for delayed payment, and be responsible for urging the payment. For the unpaid tuition, colleges and departments are responsible for urging the payment. For the poor performance, the university will circulate the list within the university, and delay bonus payment of the colleges and departments in accordance with one third of the unpaid tuition. VII. Collection of tuition is unitarily in charge of the Finance Department; registration is in charge of the students’ home colleges and department, and should be reported to the Student Life Office to set up files; for students who have not paid the bills, the Finance Office should produce a name list, and put forward suggestions to the university for adjudication after being verified by the Teaching Affairs Office. VIII. This document can be mailed to the parents of the students who refuse to pay tuition. IX. This document begins to be implemented on the day when is it issued.
