Stipulation of Student Administration of Yan’an University

Chapter One: General Principles
Article One: In order to maintain educational, teaching and living order of the university, guarantee students’ physical and mental health, and promote students’ overall development of ethics, intelligence, physique, and aesthetics, and in accordance with the Stipulation of Student Administration of Higher Education Institutions, and in the light of the reality of our university, we hereby lay down this stipulation.
Article Two: This stipulation applies to the university’s administration over the bachelor and certificate (higher vocation) students who accept ordinary higher education with recorded schooling.
Article Three: the university focuses on talent fostering, and improves the quality of education according to the national education guideline, and follows educational laws; administers schooling by law, and is strict with administration, consummates and improves the administrative system, and normalizes the administrative behavior; combines administration and strengthening education, enhances administrative level, and works hard to foster qualified socialist builders and reliable successors.
Article Four: Students should study Marx-Leninism, Mao Zedong thought, Deng Xiaoping theory and the important thought of “three representations”, and establishes the common ideal and firm faith in taking the socialist road with Chinese characteristics and realizing the great rejuvenation of the Chinese nation under the leadership of the Communist Party of China; set up patriotic mindset in the spirit of solidarity, unity, peace-loving, diligence, courage and self-improving; observe the Constitution, laws and regulations, abide by citizens’ ethic norms, The Students’ Code of Conduct of Higher Education Institutions, and the university administrative rules, and acquire good moral character and behavioral habits; study hard, be bold in exploration, practice actively, and strive to master modern scientific and cultural knowledge, and professional technique; actively do physical exercises, and acquire healthy physique; and consciously safeguard reputation of the university, take the initiative to care for development of the university, be devoted to the public, and study for application.
Chapter Two: Rights and Obligations of Students
Article Five: Students legally enjoy the following rights at school:
1. To participate in all the activities arranged by the educational plans of the
university, and use the educational and teaching resources provided by the university;
2. To participate in social services and work-study, and organize participate in
the activities of student corporations, recreations and sports;
3. To apply for scholarships, assistantships, and student loans;
4.To acquire fair assessment in terms of moral characters and academic
achievements, and acquire correspondent credentials for educational background and degrees;
5. To appeal to the university or the educational executive department if object to the penalty or punishment imposed by the university; to appeal or legally files the lawsuit if the university or its faculty members encroaches upon their legitimate rights and interests in terms of personal rights, and property rights;
6. Other rights stipulated by the law and regulations.
Article Six: Students legally fulfill the following obligations:
1. To observe the Constitution, the laws and regulations;
2. To abide by the university’s administrative rules;
3. To study hard, and fulfill the studies stipulated by the university;
4. To pay bills for tuitions and fees according to the stipulations, and fulfill the correspondent obligations for student loans and assistantships;
5. To abide by the student code of conduct, respect teachers, and acquire good mindset and morality, and good behavioral habits;
6. Other obligations stipulated by the law and regulation.
